What is tgrouter & when is it used? I couldn't find any documentation for this program.

tgrouter.exe is not a standalone application. It is an add-on router to the Schematic Driven Layout feature in L-Edit. You can find information on it with the heading of Automatic Routing under the Schematic Driven Layout portion of the manual.
